Cortex designed and wrote this 14-page brochure for the B.C. Ministry of Forests in 2000 to explain Higher Level Plans (HLPs) and how they are used to implement Strategic Land Use Plans by providing legally binding direction to Operational Plans under the Forest Practices Code.
