The Pacific Marine Analysis Research Association (PacMARA) was formed in 2003 to address a perceived lack of progress towards implementing an ecosystem-based approach to managing the marine environment. In 2007, PacMARA received a grant from the Moore Foundation to focus the future activities of the organization and develop a business model for achieving its mission.
 

 

Services: Cortex prepared (1) a situation analysis, investigating current perceptions of and potential future directions for the organization, and (2) a business models report, assessing governance and administration options, based on existing literature and interviews with key people in organizations similar to PacMARA. The situation analysis was used as input to a strategic planning workshop designed and led by a Cortex facilitator that produced a vision for PacMARA's future and a set of strategies and actions to achieve the vision.
 

 

Outcomes: Based on the situation analysis and investigation of business model options, Cortex developed recommendations for a phased approach to implementing new services, and appropriate governance and administrative structures for each phase. In 2008, PacMARA hired staff, established offices, and is continuing work on developing and implementing its strategic framework.
